Transforming the children's services system statewide is the Commonwealth's goal. To make these plans more manageable and measurable, Virginia has formed an initial group of 13 geographically-diverse localities called the Council on Reform (CORE): Henrico, Chesterfield, Richmond, Norfolk, Virginia Beach, Charlottesville, Roanoke City, Roanoke County, Prince William, Fairfax, Dinwiddie, Washington County and Newport News. These localities handle approximately 50% of the statewide caseload for children in custody due to abuse and neglect.

The CORE localities are working together to develop and test strategies in their own communities that will be adapted by other Virginia localities. Workgroups have been created to take on certain projects and areas of study. When all of the members of the workgroups come together, they make up the larger CORE Team. Community and state partners also serve on CORE.
