As the Virginia Department of Social Services moves forward in transforming Virginia's child welfare system, a reliance on data driven decision making will become increasingly important. In order to move towards this end, the Managing by Data workgroup has been created with members from all thirteen CORE localities and additional state staff.
Management by data workgroup is currently charged to:
- Serve as the key liaison between the Outcome Based Reporting and Analysis Unit and Local Departments of Social Services
- Assist the Outcome Based Reporting and Analysis Unit in identifying new data reports, ad hoc analyses, and needed drill down data at the local level.
- Continue to focus on data analysis, monitoring trends across localities, selecting additional measures, and setting benchmarks to track progress on critical outcomes.
- Serve as the project management team for SafeMeasures by helping identify and prioritize outcomes and process measures.
- Members serve as data champions within each represented locality and actively work to incorporate data into management activities at all levels of each represented organization.
Children's Services System Transformation is currently monitoring six key outcome measures:
- Permanency:
- Increasing the number of youth who exit foster care to permanency (adoption, reunification, custody transfer to relatives)
- Decreasing the amount of time it takes those youth to exit the foster care system to permanency
- Family-Based Care:
- Increasing the number of youth entering family-based care
- Increasing the number of youth entering kinship care placements
- Congregate Care Reduction:
- Decreasing the number of youth in congregate care
- Decreasing the length of time youth spend in congregate care
